ROAD SAFETY AND PARKING OF MOTOR VEHICLES BY LAY
- A vehicle with net weight of over 15 tonnes will not be allowed in residential areas
- No garages in residential areas
- Introduction of parking fees in all designated parking areas from 6am to 6pm
- Illegal parked vehicles to be fined and towed at owner’s expense. To be auctioned if not claimed after 14 days
LIQUOR BY LAWS
- License is required for all operators and it must be displayed at all times
- Operational hours to be strictly monitored and council will revoke license of any operator who sells liquor to under 18
- License cannot be transferred from on location to another or from one operator to another
- No sell of alcohol in residential areas
SANITARY BY LAWS
- Supermarkets, banks, restaurants, etc should have toilets accessible to patrons and one for each sex.
BUSINESS AND PREMISES LICENSING BY LAW
- All businesses (barbershops, watch repairs, curio vendors, MCs, photographers, etc) must first apply and pay for a license fees prior to trading within the city.
MARKET BY LAWS
- Traders are required to sell their goods in LCC designated areas only
- No person shall establish a private market or engage in street vending without first seeking council approval
- No person shall be allowed to light open fire in the market. A person shall not carry in any public market any cooking of food preparation for sale, except in such places rooms and subject to conditions as approved by the council.
- No person shall be allowed to trade in markets without paying appropriate fees to Council.
CONTROL OF AMUSEMENT MACHINES BY LAWS (Casino, lottery, pool tables, etc)
- License and approvals are required from LCC prior to commencing operations.
- All facilities should have toilets for both sexes.
- No excessive noise allowed.
CONTROL OF ANIMALS BY- LAWS
- By laws stipulates type and number of dogs allowed in residential areas.
- Provides guidelines and associated fees for animals kept for commercial purposes within the city
SOLID WASTE MANAGEMENT BY-LAWS
- Owners of occupiers of premises are responsible for receptacles and responsible for refuse until picked by City Council or its agents
- All private refuse collectors will be required to register with Council prior to commencing operations.
- Management of waste remains Council’s responsibility or that of its approved agent.
- A levy will be imposed on all industrial waste
- Littering will attract stiff fines
